“Open Government Data” is data that is generated from information and material provided by all public sector organizaions. All data owned by these organizations can be registered on this very portal, so that it is shared among the public.

The Open Government Data portal serves as a “open data catalog” that combines all released data owned by public sector organizations. The portal is available to anyone who wishes access to Open Government Data.

* Requests for Open Government Data may be rejected. In this case, the reason for rejection will be notified to the applicant based on clear grounds. If the request for provision is rejected, you can request Open Government Data once more by applying for dispute settlement.

Open Government Data provision and processing procedure

Procedures for processing Open Government Data
1. Application : When the applicant files an application for Open Government Data provision, the person in charge of the work inquires the applicant's application form and designates the person in charge of the work.
2. Refuse of application for provision : If there is a defect in the applicant's application for provision, the person in charge of the application shall notify the applicant of the reason for rejection through a Open Government Data portal based on clear grounds.
3. Consultation on whether to provide : The designated person in charge will check the details of the application and discuss whether to provide it.
4. Deciding whether to provide, registering : In the case of an extension of the period of provision, the person in charge of the service shall notify the civil petitioner by official letter In the case of provision or partial provision, the person in charge of the business informs the applicant of the provision via SMS or email. In the case of denial of provision, the applicant is notified of the refusal in an official letter through approval of the person in charge of the refusal.
5. Processing period : In accordance with the ACT ON PROMOTION OF THE PROVISION AND USE OF PUBLIC DATA (Open Government Data Act), the applicant must decide whether to provide the data within 10 days from the date of application. It can be extended up to 10 days if necessary.

Dispute Mediation for Providing Open Government Data is a system that supports citizens to use data through simple dispute mediation procedures without going through complex administrative litigation in connection with refusal or interruption of Open Government Data provision.

TIP! Request Mediation of Disputes?

You can apply on the Open Government Data portal or the website of the Open Data Medication Committee within 60 days of receiving the refusal to provide Open Government Data or the suspension of the provision of Open Government Data.

Request Open Government Data and Request Mediation of Disputes
1. Apply for Data Reuse : Applicants can apply for the use of data to various departments and agencies through the Open Government Data portal.
2. Provide Data : If Open Government Data is provided through a Open Government Data portal or through ministries and agencies, the applicant has received the desired data, so there is no need to use the dispute settlement application unless there is a disruption of the data provided.
3. Request Mediation of Disputes : In the event that each ministry or agency has issued a decision notification that refuses to provide data, the applicant may file an application for dispute settlement through the Open Data Medication Committee or the Open Government Data Portal.
4. Request Mediation of Disputes must be filed within 60 days after receiving notification of the provision and suspension of Open Government Data.

Q. What is the effect of the dispute mediation of Open Government Data provision?

A. The Open Data Medication Committee deliberates on the validity of a public institution's refusal to provide or suspend provision, and provides a mediation proposal for disputes related to this. If the dispute mediation applicant and the public institution agree on the mediation proposal, mediation will be established, and the mediation will have the same effect as arbitral settlement.
